1) Club membership is limited to 30 Full Members, plus junior members as elected at the discretion of the club. Junior Members, on reaching their 18th birthday, will become Provisional Full Members with the option to fill the first Full Membership slot that becomes available.
2) Membership fees are due on the 2nd Monday in December each year. If payment of fees are not received by the above date, then Membership WILL CEASE. Full Membership fee is made up as follows: Club Fee and contribution for grass cutting.
2a) Proof of BMFA membership will be required in writing a copy of the current years Insurance Certificate issued by the BMFA should be emailed over to the Club Secretary or posted. If this is not provided that member will not be able to fly at Icarus Club, their Club Fee will be returned and they will no longer be regarded as a member of Icarus and their place can be taken by a new member. This will apply each year. CAA registration number must be provided also as the Club is required to keep a record of each members registration.
2b) The AGM shall be held on the third Wednesday in April each year.
2c) Junior Membership shall be up to their 18th birthday, and continue at this rate until such time as a full membership vacancy becomes available, when they will be given the option of becoming Full Members upon payment of the difference between their present paid up subscription and that of full members.
3) Voting rights – only full members shall be entitled to vote and hold office for the Club.
4) Applications to join our Flying Club to be placed on the waiting list shall be made in writing to the Secretary, who will compile a register of applications for membership. Any nomination made by a Club Member must be followed by an email to the Secretary signed by the nominee, within two weeks of nomination. If a letter/email is not received within this time, the said nominee will have his/her name removed from the list.
5) New membership is conditional for a 6 month probation period; election to Full Membership shall be subject to approval of all existing Full Members.
6) All Members shall act in a responsible manner when using the facilities of the Club.
7) Patch discipline will be observed at all times as follows:
7a) Pit area to be from 30mt. from the flying site at the lower level below the bank. Car Parking is back behind pit area and along drive. Cars parking in the parking area on the drive should be parked parallel to the drive.
7b) Care must be taken as all times to safeguard the FARMERS CROPS.
7c) Pilots must NOT fly low over the patch when occupied or fly over Pit area/Parking area.
8) Three guests are permitted as a maximum per member. One guest may be permitted to fly, provided the member whose guest they are is present with them at all times. All guests, must if practicable arrive in a member’s car. The Guest must have there own BMFA insurance and have a currant CAA certificate.
9) A special meeting of the Club may be called on the application of at least 9 full members. Issues, which may change the club constitution, will be notified to Members in writing at least one month before the AGM or proposed special meeting.
10) Flying shall be allowed between 10 am and 8.30 pm every day of the week (exceptions being gliders and electric powered models which may be flown at any time).
10a) Care must be taken to keep models away from the two dwellings in our vicinity e.g. the houses just down the lane from the field entrance. Wind direction must also be taken into account as far as noise level is concerned. Avoid flying over School Lane Gun Club.
11) The maximum noise emission of any model shall not exceed 80 dB measured at four points, seven meters from the model. Any model exceeding these figures will not be permitted to fly. The aim of the Club is to keep the noise levels to a minimum at all times. A noise level meter is available and any Member may request that a noise level reading be taken of any model flown at the club field.
12) THIRD PARTY LIABILITY INSURANCE is compulsory. From January 2008 all members of Icarus MFC must also be members of the BMFA and from this date the Club will become Affiliated to the BMFA and will have BMFA insurance cover. It is now the law that all model flyers must register with the CAA, and must display the CAA Registration number on all planes to be flown.
12a) Any incident that may lead to an insurance claim must be reported to a Committee Member within 7 days. The member must contact the BMFA themselves as each claim is dealt with as an individual.
12b) The purpose of your insurance is to provide protection against the consequences of accidental and unexpected events.
12c) The Policy is not designed to deal with circumstances which are entirely foreseeable.
12d) The UK Air Navigation Order Article 56 states that ‘A person shall not recklessly or negligently cause or permit an aircraft to endanger any person or property’ and that applies to all model aircraft pilots.
12e) One noise complaint could close Icarus down and loose the flying field for all Members.
12f) Club Insurance shall not be used for display flying unless that display is organized by the Icarus Club. Unless prior permission is given by the Committee.
13) Mowing is now done by one Club Member who receives a fee from the Club. Club mowers are held by two members if cover for mowing is necessary.
14) Procedures for Dismissal of a Member from Flying Club.
14a) The member is to be given a verbal warning by an authorized committee member in which the member is made aware of his misdemeanor and what he is reasonably required to do to make amends.
14b) If the member does not respond, he is to be given a written warning by an authorized committee member to advise him of his misdemeanor and what he is reasonable required to do to make amends.
14c) If he still fails to respond, the Committee should invite him in writing to meet with them at a previously agreed date and time to discuss the situation advising they are considering withdrawal of his membership.
14d) If he still fails to respond to reasoning or fails to attend without reasonable cause, the Committee can advise him in writing that his membership is withdrawn, stating the reasons why this decision was reached. Reimbursement of his Club subscription would be made in full.
14e) When the member is advised of withdrawal of membership he must be given the right to appeal. If he opts to appeal, this would be to the Club membership at an EGM which the Committee would call on his behalf at a previously agreed date and time. The motion to uphold the membership withdrawal or reverse it must be in accordance with the voting procedures of the Club.
14f) In the case of gross misconduct, elements ‘a’ or ‘a’ and ‘b’ may be omitted but this should only be in exceptional circumstances. Advice should be sought from BMFA HQ in this instance.
